Abandoned and inoperable motor vehicles, whether on public or private property, are hereby declared to be nuisances and shall be subject to removal in accordance with the provisions of this chapter or any other applicable laws or ordinances. No person shall permit any abandoned or inoperable vehicle to be kept or stored on the property of that person or any other property. Any abandoned or inoperable motor vehicles located on the premises of a business lawfully engaged in the wrecking or junking of motor vehicles shall not be deemed to be a nuisance so long as the business operation is conducted in accordance with all applicable laws and ordinances.
