§ 7.15.005  DEFINITIONS.
   For the purpose of this chapter, the following definitions apply unless the context clearly indicates or requires a different meaning.
   ABANDONED MOTOR VEHICLE. Any motor vehicle located on public or private property that has not been moved or used for at least seven days, or any motor vehicle left any place for such a time and under circumstances as to cause the motor vehicle to reasonably appear to have been abandoned. Any unregistered motor vehicle shall be presumed to be ABANDONED. However, any unregistered motor vehicle that is operational, used exclusively on private property, and used on a regular basis shall not be presumed abandoned for the purposes of this chapter.
   ALLEY. A public right-of-way within a block generally giving access to the rear of lots or buildings and not used for general traffic circulation.
   HIGHWAY or STREET. The entire width of public right-of-way of every way publicly maintained and open to the use for the public for vehicular traffic.
   INOPERABLE MOTOR VEHICLE. Any motor vehicle that for a period of seven days or more is in a state of disassembly or disrepair that renders it incapable of being driven under its own power. Any motor vehicle that is unregistered shall also be presumed to be inoperable. However, any unregistered motor vehicle that is operational, used exclusively on private property, and used on a regular basis shall not be presumed inoperable for the purposes of this chapter.
   MOTOR VEHICLE. A machine propelled by power other than human power, designed to travel along the ground by use of wheels, treads, runners, or slides and to transport persons or property or to pull machinery, and shall include, without limitation, automobiles,  trucks,  trailers, buses, recreational vehicles, tractors, motorcycles, snowmobiles, buggies, wagons or disassembled motor vehicle parts.
   MOTOR VEHICLE OWNER. A person who holds legal title to a motor vehicle or a person who has registered a motor vehicle in his name with the State of Illinois or any other state, regardless whether said vehicle registration is current or valid. A MOTOR VEHICLE OWNER shall also include a person who is entitled to possession of the motor vehicle such as a lessee.
   PUBLIC PARKING FACILITY. Any village owned and/or controlled property which is used as a parking lot or parking facility.
   PUBLIC PROPERTY. A highway, street, alley, public parking facility or other real property owned by the village or some other governmental agency.
   UNREGISTERED. Not currently licensed by the State of Illinois or any other state. Any motor vehicle which does not display a valid license plate shall be presumed to be UNREGISTERED.
