No person having his or her residence or place of business within the territorial limits of the combined waterworks and sewerage system shall be permitted to secure water for the residence or place of business located in the village otherwise than through the water mains of the village, whenever the water mains of the water system of the village are available for service to the real estate upon which the residence or place of business is located.
