The cost of maintaining all system parts and equipment between the point of connection at which the user accesses water service or sewer service from the combined waterworks and sewerage system and the user’s building shall be borne solely by the user thereof. Provided, however, if a user fails to make the necessary repairs or maintenance, and the failure causes the remaining portions of the system to require repairs of maintenance, the village may, after reasonable prior notice to the user, make the repairs or maintenance and shall be entitled to recover from the user the reasonable cost of making the same.
