The department shall receive applications for the registration of dwellings under the provisions of this subchapter upon forms provided by the department. The application shall be signed by the owner of record, notarized, and attached to the dwelling(s) to be registered. The application shall be accompanied by a registration fee in such amount as City Council shall from time to time establish by resolution.
