The Council is authorized to refuse or to revoke a license or to refuse the same upon satisfactory proof that the applicant is not of good character, or is not the proper person to have such a license, the applicant conducts the place or establishment in violation of the rules of the Health Department, the place or establishment where he conducts the business is not a proper place in which to conduct the business, the place or establishment does not comply with all of the requirements of § 118.05, the place or establishment is not kept and maintained in a clean and sanitary condition at all times.
