No hazardous or dangerous industry, trade, occupation, or use which involves the transportation, storage, or handling of explosives, flammable liquids, or combustible substances involving fire or life hazards shall be conducted without a permit from the Fire Department prescribing the conditions and requirements necessary to secure the public safety.
