(A) All businesses, trades, occupations or activities requiring licenses shall pay the fee as prescribed provided by resolution of the City Council, from time to time, and posted in the City Clerk's office, which fee shall cover the period from the date of issuance of the license until the following February 28th, plus an additional year ending on February 28th.
(B) Renewal fees shall be assessed annually after the initial period and as prescribed provided by resolution of the City Council, from time to time, and posted in the City Clerk's office. Any further increases after the initial period shall be limited to the increase in the rate of inflation as determined by the consumer price index.
(C) Businesses, trades, occupations or activities requiring a license and/or insurances and bonds shall annually submit proof of the following insurances and/or bonds.

(D) Transfer fee for address change of same business license shall be charged in accordance with the Comprehensive Fee Schedule in Chapter 12 of this Code.
(E) No fees may be waived except by Council resolution for non-profit enterprises or corporations.
