Whenever any person is roller skating, riding a bicycle or riding a skateboard upon a sidewalk or other paved surface intended for use by pedestrians, it shall be unlawful and punishable hereunder for that person to fail to yield the right-of-way to any pedestrian and/or approach, overtake or pass any pedestrian in a reckless or careless manner, and shall not pass any pedestrian except in single file if the person is roller skating, riding a bicycle or riding a skateboard with other skaters or riders.
