The penalties for violation of § 72.32 shall be considered "civil infractions" in the same manner as civil infractions are considered under the Motor Vehicle Code, and shall consist of a fine of not less than $10 nor more than $100 for a first offense. Subsequent offenses shall be punishable as misdemeanors. (‘83 Code, § 71.16)
