(A) A person propelling a bicycle or operating a motorcycle or motor-driven cycle shall not ride other than upon and astride a permanent and regular seat attached thereto.
(B) No bicycle or motorcycle shall be used to carry more persons at one time than the number for which it is designed and equipped.
(C) Any person who violates this section shall be responsible for a municipal civil infraction and subject to the civil fines set forth in § 41.06.
