Sections §§ 31.040 through 31.043 shall be enforced by the Chief Building Official. He shall be responsible for the issuance of all permits and the inspection of all work done under the provisions of the Electrical, Plumbing, Mechanical and Building Codes of the city and the safety inspection of all premises, including structures thereon, and the enforcement of zoning and housing regulations of the city.
