(A) The Department of the Clerk-Treasurer shall be headed by the City Clerk-Treasurer, who shall serve as Clerk of the Council and perform such other duties for the Council as may be required by it. He shall be responsible for the publication, filing, indexing, and safe keeping of all proceedings of the Council. (‘83 Code, § 31.40)
(B) The Clerk-Treasurer shall examine and audit all accounts against the city and promptly report to the City Council in writing any default or delinquency he may discover in the books, records, or accounts of any city department. It shall be his duty to examine, verify, and approve all accounts against the city. He shall not verify or approve for payment any voucher until he has verified the correctness of the account for which it is issued, neither shall he approve for payment any account unless the money has been appropriated therefor. He shall not verify or sign any voucher for any account against the city unless sufficient money to pay it is in the fund on which it is drawn. (‘83 Code, § 31.42)
(C) The Clerk-Treasurer shall have access to all books, records, and documents kept by any officer, employee, or department of the city. Daily reports of all monies collected and of the disposition thereof shall be made to the Clerk-Treasurer by the department or person receiving the same. The books in all departments of the city shall be balanced each calendar month, and a report thereon made by the Clerk- Treasurer to the City Council. (‘83 Code, § 31.43)
(D) The Clerk-Treasurer shall present to the City Council monthly and annually, a detailed statement of the financial condition of the city relative to the operating budget, which shall include an account of all receipts and disbursements. (‘83 Code, § 31.44)
