The following words shall have the meanings and interpretations herein stated, except as otherwise specifically provided or clearly implied by the context of this Charter:
(A) BOARD or COMMISSION. An appointed citizen body with such powers as defined by law.
(B) CHARTER. This Charter, as amended at any subsequent date.
(C) CITY or MUNICIPALITY. The City of Garden City.
(D) COUNCIL or CITY COUNCIL. The elected body vested with the legislative and policy-making authority of the City of Garden City, and is synonymous with "city commission" or other term used to designate a municipal governing body in any law.
(E) DAY. A calendar day.
(F) LAW. Applicable federal law, the constitution and statutes of the State of Michigan, applicable common law, this Charter and ordinances of the City of Garden City.
(G) OFFICER or OFFICIAL. Reference to a public office, officer, or official shall be deemed to apply to any office, officer, official, or employee of the city exercising the appropriate powers, duties, or functions contemplated in that position, irrespective of any transfer of functions or change in the official title of the functionary.
(H) PERSON. Corporations, both public and private, partnerships, associations, and individuals.
(I) PRINTED or PRINTING. Includes typewriting, engraving, stencil duplication, lithographing, photostating, or similar method of reproducing written language.
(J) PUBLISH. Publication in one or more newspapers in circulation in the city and qualified by law to publish legal notices.
(K) WRITTEN or IN WRITING. (Except in reference to signatures) handwritten, typed, printed, telegraphed, or teletyped communications.
(L) The singular number shall include the plural, the plural number the singular, and the masculine gender include the feminine and neuter.
