SECTION 13.08 PENALTIES.
   Violations of Sec. 13.02 of this Charter or willful violation of any provision of this Charter or any duty imposed upon any official of the city by this Charter shall constitute misconduct in office and, in addition to any penalty imposed by law, shall subject the offender to removal from office by the Council.
