SECTION 12.10 LIMITATIONS ON AMENDMENT OR REPEAL OF INITIATORY OR REFERENDUM ORDINANCES.
   An ordinance adopted by the electorate through initiatory proceedings may not be amended or repealed by the Council for a period of one year after the date of the election at which it was adopted, and an ordinance repealed by the electorate may not be reenacted by the Council for a period of one year after the date of the election at which it was repealed. However, any amendment or repeal of an initiated ordinance, or reenactment repealed by referendum may be done only by a unanimous vote of the Council. Any ordinance may be adopted, amended, or repealed at any time by appropriate initiatory or referendum procedure in accordance with the provisions of this Charter if submitted to the electorate by the Council on its own motion.
