The qualified voters of the city shall also have power to require reconsideration by the Council or any adopted ordinance other than an emergency ordinance, if the Council fails to repeal an ordinance so reconsidered, to approve or reject it at a city election, provided that such powers shall not extend to the measures excluded above as to initiated ordinances.
