The Council shall appoint a City Manager for an indefinite term and fix his compensation. The Manager shall be appointed solely on the basis of his executive and administrative qualifications. The Manager need not be a resident of the city or state at the time of his appointment. The City Manager must become and remain a resident of the city within three months following his appointment. A 90-day extension to this rule may be granted by Council approval.
