§ 30.02 AMBULANCE SERVICE.
   (A)   In consideration of the benefits to be derived by the village and its inhabitants from the maintenance and operation of an ambulance service in the village, there is hereby granted to College Township the exclusive right, privilege and authority to maintain and operate an ambulance service in the village; and there is hereby further granted to said township the right, permission and authority to operate its ambulances upon, over, across and along the streets, avenues, bridges and places of said village.
   (B)   In addition to servicing of the area within the village, College Township may also serve all of those areas covered by contract or agreement between College Township and various townships providing the extension of fire and ambulance services into said townships. This section is not intended to regulate, in any form, the right of College Township to administer the operation of the Fire Department in accordance with applicable township and state regulations.
   (C)   College Township shall provide the following types of service:
      (1)   Emergency care and transport of patients from the scene of emergency to local hospitals;
      (2)   Emergency transfer of patients from local hospitals to out of county medical facilities;
      (3)   Non-emergency transfer of patients to or from local hospitals and/or nursing homes;
      (4)   Non-emergency transfer of patients to or from local hospitals from or to addresses outside of the county; and
      (5)   In the event that all ambulances operated by College Township are in use at any one time then services described in divisions (A) and (B) of this section will take priority, and services provided in divisions (C) and (D) of this section will be carried out on a “when available” basis.
   (D)   Each ambulance shall carry a qualified attendant and a qualified driver-attendant on every ambulance run. The person designated by College Township as Fire Department Chief shall determine the qualifications necessary for the attendant and driver-attendant.
   (E)   College Township shall at its cost insure all vehicles which it shall operate, within the village, and shall provide the following minimum coverage: $10,000 property damage; and liability coverage in the amount of $50,000 for any one person involved in any one accident; and not less than $100,000 for all persons involved in any one accident.
   (F)   There shall be no charges made to any person or corporation for services listed in division (C) of this section.
   (G)   No other ambulance service shall be permitted to operate on the streets, alleys, bridges and rights-of-way of the village as long as College Township operates an ambulance service except:
      (1)   Other volunteer or village emergency ambulances to transport patients within the county;
      (2)   Out of county ambulance services transporting patients from outside the county to points within the village, or operating from outside the county to the village for purposes of picking up patients within the village to transport to points outside the county;
      (3)   Funeral directors transporting bodies in the normal course of their duties;
      (4)   Any ambulance service or political subdivision which has a mutual aid agreement with College Township;
      (5)   At such times as College Township may request temporary assistance from another ambulance service whether for aid, standby or backup; and
      (6)   Any other service expressly agreed to by the village or College Township.
   (H)   All persons served by the service provided by this section shall be taken to the hospital or location of their choice or at the choice made by a member of their families should the injured person not be able to make such choice. Any persons not so making a choice shall be transported to local hospitals.
   (I)   The village shall be held harmless from any and all claims, actions or causes of actions, for injury or damage to personal property through operation of said motor vehicles by College Township.
