§ 52.041 METERING.
   The Town Council shall determine by any reasonable means, including, but not limited to, the use of water meters and timing devices, the flow of such well in order to determine the amount of sewage entering the sewerage system. The owner or occupant of such real estate shall pay for such metering device, which shall be of a type approved by the Town Council, and which shall remain the property of the owner but shall be under the exclusive control of the Town Council and shall not under any circumstances be tampered with by the owner, occupant, or any other person. In the case of wells for household use, only the Town Council may, in lieu of metering or timing the use of the well, provide for use of reasonable estimates regarding water volume.
