The city shall not be liable for damages caused by the leakage or breaking of any water pipe or water mains; and the city reserves the right to shut off any water pipe or main without notice for the purpose of making repairs, but such notice shall be given by the city officers and employees whenever practicable, and the city shall not be liable for the unavoidable scarcity of water or failure to furnish water caused by water apparatus getting out of order.
