Any person, including any utility, violating any provisions of subsections 7-3-3D, 7-3-7C, 7-3-7D and sections 7-3-10 and 7-3-12 of this chapter shall, upon conviction, pay a fine of one hundred dollars ($100.00) for the first offense, two hundred dollars ($200.00) for the second offense, and five hundred dollars ($500.00) for the third or subsequent offenses and the municipal judge may, if he shall determine that the second, third or subsequent offenses are wilful, impose a jail sentence as allowed by law. Persons violating any provision of any section other than those specified in this section, shall be subject to the general penalty provisions provided in section 1-4-1 of this code. (Ord.
