It shall be unlawful for any person to begin or continue the construction, alteration or repair of any sidewalk in the city, except in conformity with this chapter and no sidewalk shall be constructed, altered or repaired hereafter unless the person doing such work shall first obtain an excavation permit in accordance with chapter 3 of this title.
