Any officer of the city who shall deliver to any person other than the legal custodian thereof, any record, book, paper or document belonging to the archives of the city, except upon order of the mayor, without first taking a receipt therefor from the person to whom such record, book, paper or document is delivered, shall be deemed guilty of a misdemeanor and subject to penalty as provided in section 1-4-1 of this code.
