It is unlawful for any person, not the owner or operator thereof and without the owner's permission, to tamper, meddle or interfere with any automobile, motorcycle or other vehicle, or to start the machinery thereof while the same is standing still, or to puncture or otherwise deface the body or apparatus thereof, or to take or remove property from said automobile or other motor vehicle; or to throw, cast or hurl any stone, rock, glass or other missile at any automobile or motor vehicle or the occupants thereof.
