It is unlawful for any person to knowingly make or file with the police department any false, misleading or unfounded report or statement concerning the commission or alleged commission of any crime or to knowingly give any peace officer in the discharge of his duties any false, misleading or unfounded information; provided, this provision shall not be used to deny any person's privilege against self-incrimination.
