Whenever a nuisance, or other hazard is found to exist that endangers the health, safety and welfare of the community, located within the city limits, the city manager or other duly designated officer of the city may issue a ten (10) day written notice to abate the nuisance to be given to the owner, his agent or occupant of the property upon which such nuisance or hazard exists or upon the person causing or maintaining the nuisance.
