This chapter shall become effective thirty (30) days after the date of enactment by the city council as to those properties, sites, buildings, structures or incidental appurtenances already in existence at the time of adoption hereof, and as to all others who shall construct, or cause to be erected any structure on or in the ground after the enactment hereof immediately.
