The purpose of this article is to impose a tax which will be borne by persons using commercial lodging accommodations, which tax will provide revenues for the purpose of advertising, publicizing and promoting facilities, tourist attractions and acquisition, construction and maintenance of certain facilities, as authorized in section 3-2C-10 of this article.
