The city shall provide medical expenses, as follows: "medical expenses" as used in this chapter are limited only to necessary medical expenses to treat the accident or injury such as medical doctors, nurses and other necessary medical services up to a maximum of ten thousand dollars ($10,000.00); but, excludes any rehabilitative expenses, any disability benefits, including, but not limited to, temporary total disability benefits and permanent partial disability benefits, death benefits, and any and all other expenses which are of a similar nature or nonmedical nature.
