No owner or occupant of property shall install or operate, or permit the installation or operation of, exterior lighting upon any building, sign or property owned, occupied or used by him unless such exterior lighting is designed and placed in such a manner as to confine the illumination to the property upon which it is operated and is shielded, shaded or otherwise arranged so as to prevent glare and the reflection of light upon adjacent residential districts and adjacent residences, and public streets and alleys.
