No alarm system shall be permitted which through the use of a mechanical device transmits a recorded message via telephone truck lines to the Police or Fire Department except when the Chiefs of Police and Fire Departments establish and designate certain telephone trunk lines for that purpose. No telephone dial alarm device shall be connected to the E-911 emergency phone trunk line. No telephone dial alarm device shall be connected so as to continuously engage Police and Fire Department phone lines after the initial alarm.
