(A) No person shall install, alter, extend or make major repairs on any electrical equipment within the corporate limits, except upon a permit first issued by the Inspector. Permits shall be issued only to licensed electrical contractors or as provided for in this section.
(B) Any person desiring an electrical permit shall pay to the city the proper inspection fees as prescribed in § 150.065. The Inspector shall then issue the permit. The permit shall give the name of the applicant, together with the name of the owner of the property, the address of the property, the description of the work to be done thereon and the fees for the same. Work on the permit shall be initiated within 60 days from the date of issuance thereof or be void. Fees paid for a void permit shall be nonrefundable.
(C) Any permit required by this subchapter may be issued to any individual to do any work regulated by this subchapter in a single-family dwelling used exclusively for living purposes, including the usual accessory buildings and quarters in connection with the buildings, provided the individual is the bona fide owner of the dwelling, and that the owner shall personally purchase all material and perform all labor in connection therewith, and provided all workmanship, methods and materials shall meet the requirements of this subchapter.
(D) All electrical work performed by qualified electrical personnel of any firm or corporation engaged in a manufacturing and/or assembly operation shall not require an electrical permit, provided that firm or corporation:
(1) Employs one or more qualified electricians whose daily occupation consists primarily of installation, relocation and repair of electrically powered and/or controlled equipment within its own manufacturing and/or assembly plant;
(2) Has managerial personnel in its employment who are technically trained, skilled and responsible for the design, procurement, installation and inspection of electrical systems and components within its own manufacturing and/or assembly plant; and
(3) Performs all electrical work in accordance with the provisions of the National Electrical Code edition which is in force in the city at the time the work is done.
(E) All electrical work of new and existing buildings, not including plant equipment, in firms or corporations meeting the criteria in division (D) above and not performed by the qualified electrical personnel, shall be performed by licensed electrical contractors and permits shall be issued.
(F) In firms or corporations meeting the criteria in division (D) above where a piece of equipment is installed, the assembly of the equipment shall not require an electrical permit, provided all assembly of the equipment is performed by the firm’s own personnel or by the equipment manufacturer’s own personnel or authorized dealer. If the electrical work for this equipment is contracted to an outside firm, all work shall be performed by a licensed electrical contractor and electrical permits shall be issued.
