Any junk yard established, operated or maintained in violation of any of the provisions or requirements of this subchapter or of any junk yard license shall be and the same is declared to be unlawful and a public nuisance. The city may, in addition to or in lieu of any other remedies set forth in this subchapter, commence an action to enjoin, remove or abate the nuisance in the manner provided by law and shall take any other steps and apply to the court or courts as may have jurisdiction to grant relief as will abate or remove the public nuisance, and restrain and enjoin any person from establishing, operating or maintaining a junk yard contrary to the provisions of this subchapter.
