(A) No person shall obstruct or encumber any public street, alley or sidewalk, or any portion thereof, except as hereinafter provided.
(B) It shall be lawful for any person, during the time their store or building is open for business, to place or set out for exhibition any goods, wares or merchandise directly connected with the business transacted by the person, on the public right-of-way in front of the place of business, store or building owned, controlled or occupied by them, on the following occasions:
(1) During Sidewalk Sales Days, as requested by the Downtown Galesburg Merchants Association, and approved by the City Manager. There shall be a limit of two Sidewalk Sales Days per calendar year.
(2) In addition to Sidewalk Sales Days, any business may conduct up to three sales per calendar year, not to exceed three days in length, on the public right-of-way, provided that the businesses shall first obtain the permission of the City Manager to hold any additional sales.
