Any person who deposits or causes the deposit of mud, dirt, rocks or similar substances on a public walk or street at or near the site of the construction, remodeling or demolition of a building by spilling, dumping or tracking the substance with or by means of a vehicle shall be guilty of an offense, unless the person removes or causes the removal of the mud, dirt, rocks or similar substance within a reasonable time after the same is so deposited, which in no event shall be later than 6:00 p.m. on the day on which the mud, dirt, rock or similar substance was so deposited.
