§ 97.005 OBSTRUCTING STREETS.
   (A)   Prohibited. No person shall encumber, obstruct or endanger the proper use of any street, sidewalk or alley.
   (B)   Liability. Any person having the care either as owner or occupant of any premises bordered by a public street or alley shall be liable to the city for any legal liability that may be adjudged against the city as a result of the placing of obstructions of any nature in the public street or alley by the person.
