(A) No person shall hand, post or otherwise affix any bill, notice, poster, sign or other paper or advertisement in any public park; provided, however, the City Council may authorize a not-for-profit organization to erect a temporary sign on a city ballpark fence.
(B) Division (A) above shall not apply to persons acting under the authority and direction of the City Manager and engaged in the repair or maintenance of a park or of public property located therein, or in posting signs concerning the proper use of a park, or of a public highway located therein.
