(A) No person shall burn any materials, specifically including but not limited to household waste, landscape waste, rubbish, refuse, construction waste, hazardous waste, buildings or structures, within the corporate limits of the city, except as otherwise authorized hereunder.
(B) Division (A) above shall not prohibit any of the following:
(1) Burning in industrial and commercial incinerators which have been approved and permitted by the Illinois Environmental Protection Agency (IEPA) and registered with the Fire Department;
(2) Fires in indoor domestic fireplaces, fires in outdoor fireplaces, and campfires within the Allison Campgrounds, provided that only seasoned dry wood may be used for fires in this category;
(3) A bonfire on public property, provided:
(a) The public body who owns the property consents;
(b) The city issues a bonfire permit. The permit shall not be issued until the Fire Department has conducted an onsite inspection of the location and material to be burned; and
(c) Two adults are present while the fire is in progress and until completely extinguished. The adults shall maintain at the fire at least two half-gallon water pressure type fire extinguishers or their equivalents.
(4) Highway safety flares and fires for providing heat for outworkers are exempt from the provisions of this subchapter;
(5) Fires for instruction in the methods of firefighting or for research in the control of fires, provided written approval is obtained from the Illinois Environmental Protection Agency;
(6) Fires for disposal of hazardous or toxic material and byproducts of natural disasters where the Illinois Environmental Protection Agency determines there is no practical alternative method of disposal;
(7) Fires for wildlife management practices, prairie grass plot management practices, and prevention or control of disease or pests. The prior approval of the Fire Department shall be required for fires in this category;
(8) Fires to dispose of tree debris (limbs, branches and trunks) resulting from storms. This period to be designated by the City Manager;
(9) Recreational fires as defined in the International Fire Code currently in effect in the city; and
(10) Outdoor cooking grill fires, fueled by charcoal, seasoned dry wood or liquid petroleum gas, for the purpose of preparing food for human consumption.
