§ 91.051 OPERATORS GENERALLY.
   (A)   No person shall engage in the sale or rental of any commodity, supplies or aircraft or services or any business or commercial activity whatsoever within the limits of the airport except the city itself or persons under written contract or with written permission authorizing operations issued by the city and upon terms and conditions prescribed by the city.
   (B)   No person shall use the airport as a base or terminal for the carrying on of commercial aviation such as limited service or full service fixed base operations, local operator, engine or airframe or radio-electrical repair shop, scheduled or non-scheduled air carrier carrying passengers or freight or express or mail, for student flying or ground instruction, communications, agricultural spraying, sightseeing, air photography, surveying, air ambulance, renting or leasing one or more aircraft or any other commercial flying except under contract with the city authorizing the operations.
