§ 91.014 MOTOR VEHICLES.
   (A)   All vehicles entering upon the airport premises shall be parked at locations indicated by posted parking signs, and indicated by parking lot markings, or as otherwise directed or authorized by the airport manager.
   (B)   No person shall operate any motor vehicle on that portion of the airport premises used by aircraft, including but not limited to ramps, taxiways and runways without first having obtained permission for a designated time for the operation. This permission shall be obtained from the airport manager or a designated city representative.
   (C)   All operations of motor vehicles on the surface of the airport premises shall be in accordance with the laws of the state pursuant to the operation of motor vehicles or highways insofar as same are applicable. In addition, the following operation rules shall apply to all motor vehicles:
      (1)   Pedestrians and aircraft shall have the right-of-way over motor traffic;
      (2)   No motor vehicle shall be operated at a speed in excess of 15 miles per hour on ramp, apron, taxiway, runway, aircraft parking or hangar areas;
      (3)   Any motor vehicle that is parked adjacent to a runway must park parallel to same and at least 100 feet distant from the runway lights;
      (4)   All vehicles with permission to operate in areas used by aircraft shall at all times display the lighting required by the motor vehicle laws of the state;
      (5)   No person shall clean or make repairs to a motor vehicle on the premises except those necessary to remove a disabled motor vehicle from the airport premises;
      (6)   No person shall park a motor vehicle for loading or unloading or other purpose except in areas specifically designated for the purpose and in the manner prescribed by the airport manager and designated agents and employees;
      (7)   No person shall park a motor vehicle in a manner so as to obstruct any roadway, aircraft parking area, hangar doorway, ramp, taxiway or runway; and
      (8)   Tenants of T-hangars may park their personal automobiles inside their respective T-hangars while their aircraft is in use, or they may park in the designated “vehicle parking areas.”
   (D)   Any violation of the parking regulations shall be punishable by the removal of the motor vehicle at the expense of the owner thereof, or, in the alternatives, by the imposition of a fine as provided in § 10.99; provided that any violation of this section may be satisfied by paying at the place directed on the notice received of the violation as the full penalty thereof the sum of $3 as the penalty for and in satisfaction of the violation if the payment is made within ten days of the violation, and the sum of $6 if the payment is made later than ten days but within 30 days of the violation. The failure of the operator or owner to make payment within the 30-day period shall render the owner or operator liable to the penalties hereinafter provided for the violation of the provisions of this subchapter.
