No person shall interfere with, or tamper with any aircraft or put in motion any aircraft or the engine thereof or use any aircraft, aircraft parts, instruments, tools or other equipment belonging to others without permission of the owner thereof or specific direction of the airport manager or a designated city agent or employee.
