Whenever an entrance to school property is used as an entrance or exit for school children, it shall be unlawful to park any vehicle on either side of the street between the hours of 8:00 a.m. and 4:00 p.m. on any school day, except while expeditiously loading or unloading passengers on the side of the street adjacent to the school property.
