It shall be unlawful for the operator of any vehicle to park the same in any alley within a business area; provided, however, that nothing herein shall be construed to prohibit the parking of delivery trucks while actually engaged in the delivery or picking up of merchandise or material. It shall be unlawful to park so as to obstruct the free passage through any alley in the city.
