No person shall park a vehicle in an area designated by “no parking” signs temporarily erected or placed by personnel employed by the city who are duly authorized to do so by the Director of Public Works, for the purposes of repairing, maintaining or cleaning the streets, removing snow or other substance therefrom, or repairing, extending or replacing a utility, or for any authorized purpose related to the movement of traffic on a public roadway or parking lot.
