(A) The Chief of the Police Department shall cause all sworn members of the Department, as well as those nonsworn personnel assigned to parking enforcement duties, to monitor specific parking violations and cause nonmoving parking citations to be issued to violators. Any police officer or other authorized personnel who shall observe any vehicle parked in violation of any of the provisions of this chapter shall attach to the vehicle a notice setting forth the violation.
(B) The Chief of the Police Department may authorize voiding of parking tickets for the following reasons:
(1) Disabled vehicle;
(2) Official city vehicles;
(3) Official courtesy;
(4) Tickets issued while the owner/operator was actually engaged in loading or unloading;
(5) Tickets issued in error; or
(6) Tickets in the process of being issued when the owner/operator returned to the vehicle.
(C) Except as otherwise provided, whenever any vehicle shall have been stopped, standing or parking in violation of any of the provisions of this chapter, the person in whose name the vehicle is registered and licensed in the office of the Secretary of State shall be subject to the penalty for the violation.
