§ 50.10 DOWNTOWN DISTRICT GARBAGE AND RECYCLABLES.
   (A)   Every owner of a place of business shall provide suitable containers for storage of refuse resulting from the conduct of such business and shall provide for the disposition of said refuse. It shall be unlawful for the owner or operator of any such business to cause said refuse to be deposited in any container placed on any city street or sidewalk which containers are provided and maintained by the city for use by members of the public for disposition of miscellaneous items of refuse.
   (B)   Recycling containers, garbage containers and yard waste bags shall not be set out for disposal in the downtown district more than one hour before the closing time of the business and not earlier than 4:00 p.m. the day before scheduled pick-up.
   (C)   All emptied recycling containers, garbage containers and yard waste bags shall be removed from the curb or street by the owner before 10:00 a.m. the day of pick-up. If the garbage has not been picked-up by 10:00 a.m., the owner shall remove the containers and yard waste bags not more than two hours after pick-up.
   (D)   Packing peanuts and similar packing materials set out for disposal shall be contained in plastic bags that are tightly sealed.
   (E)   All recycling containers and garbage containers, including commercial dumpsters, shall be stored on private property, except with the permission of the city in dumpsters located on city-owned dumpster sites. No garbage containers shall be stored on public streets or sidewalks.
   (F)   Refuse dumpsters in the downtown district shall comply with the following regulations:
      (1)   All refuse dumpsters of two cubic yards or larger shall be enclosed from public view on all four sides.
      (2)   All enclosures shall comply with the dumpster enclosure specifications as adopted by the City Council.
      (3)   All enclosures shall be maintained in good condition and appearance at all times. Gates and latches shall be kept fully operable and shall be closed except during scheduled collection periods. Enclosures and containers shall be cleaned periodically to prevent noxious or offensive odors and unsanitary conditions from occurring.
   (G)   All cardboard set out for recycling shall be broken down flat and securely bound within a cardboard box or with tape or string.
