(A) It shall be the duty of every owner or his or her agent or occupant of any residence to maintain in good order and repair a rodent-proof garbage container or containers of not more than the capacity set by the City Council from time of time by ordinance or resolution with a tight cover and suitable handles for the deposit of garbage. The licensed contractor shall not be required to empty perishable, nonstandard residential containers.
(B) Only suitable rodent-proof garbage and refuse containers may be used for the deposit and storage of garbage and refuse in the city.
