§ 50.04 DEPOSITING GARBAGE PROHIBITED.
   (A)   It shall be unlawful for any person, firm or corporation to deposit anywhere in the city (including on private property) any pile of garbage, refuse or yard waste. It shall be unlawful for the owner or occupant of any premises to permit any piles of garbage, refuse or yard waste to remain on such premises. It shall be unlawful for the owner or occupant of any premises to fail to clean up any residue garbage remaining on the premises after the collection process has been completed, including, but not limited to, failure to clean up loose garbage or failure to clean up and remove any staining which has occurred during the garbage collection process.
   (B)   The preceding provision notwithstanding, it shall not be unlawful for any owner or occupant of any premises to place or maintain yard waste in a proper compost container consistent with the regulations of this code.
   (C)   In no event shall garbage, refuse or yard waste be used or permitted to be used as grading or fill material on any lot or property within the city.
