In an effort to alleviate undue congestion on city streets, to protect the public's interest and investment and to insure the traffic carrying capacities of our streets, off-street parking and loading spaces shall be required for all land uses. If ambiguity arises concerning the number of spaces required, the classification shall be the same as for a comparable use as determined by the Enforcing Officer. If the applicant is aggrieved by the decision, a request for formal determination by the Zoning Board of Appeals may be made. The following requirements shall be used when computing parking unless modified by the approving authority.
